Official Summary
Guaranteed Uninterrupted Access to Retiree Disbursements Act or the GUARD Act
This bill provides FY2026 appropriations to the Social Security Administration (SSA) for administrative expenses during any period in which interim or full-year appropriations for FY2026 are not in effect.
During a lapse in appropriations for FY2026, the bill also requires SSA to carry out functions that it would carry out in the absence of such a lapse, including responding to communications from congressional offices.
